Open Question: can retin a cause a rash on my face?

The Hong Kong Institute of Vocational Education has serious acne and leather gave me retin along this face wash called sebuwash and my skin has been very dry (she told me not to use moisturizing), and itching, so that the Hong Kong Institute of Vocational Education has been using a towel rub, not my hands but now I have my chin line of skin rash. Its real dry, red and rough. Feels like animal skins or their bizarre things. Is normal? Is retin a cause to help or is it? Help!
